
Associate Professor
Levan Kharatishvili is an internationally recognized cultural policy expert, educator, and institutional leader with over two decades of experience spanning public governance, international education, culture, heritage and creative industries development. He currently serves as Dean of the School of Arts and Cultural Heritage at New Vision University of Georgia.
From 2013 to 2021, Levan served as Deputy Minister at Georgia’s Ministry of Education, Science, Culture and Sports, where he led the development of Georgia’s first Culture Strategy 2025 and authored the country’s first National Strategy and Roadmap for Creative Industries. Levan is the author of Zugdidi Cultural Development Strategy 2022-2026. He is a member of the Cultural Policy Designers Network — one of 35 experts across 20 European countries — and has advised governments and cultural institutions in more than 15 countries worldwide.
Levan has held senior leadership positions at the Council of Europe, including Chair of the Steering Committee for Culture, Heritage and Landscapes, and Vice-Chair of the Governing Board of the Cultural Routes Programme. He is also a PhD candidate in Educational Sciences at Ivane Javakhishvili Tbilisi State University, with his doctoral research focused on higher arts education in Georgia’s socio-economic context.
An experienced school leader, Levan previously served as Headmaster of Buckswood International School Tbilisi. He is an official partner of the New European Bauhaus initiative and a member of the Advisory Forum of the International Institute of Gastronomy, Culture, Arts and Tourism (IGCAT).
