The Diffusion of Power empowers new actors in international politics. Today, the power is no longer connected only to the state but also to organizations, groups and even individuals, which is a great achievement of the digital age and a great challenge at the same time. The diffusion of power empowered the spread of disinformation and propaganda and turned disinformation into the tool of international politics. What is disinformation? How can it become a tool of foreign policy? What types of responsibilities does the diffusion of power impose on citizens? How do we measure the impact of disinformation on society? How should we deal with disinformation and avoid the dilemma of democracy? How does the Georgian society deal with one of the aspects of the hybrid warfare - disinformation?
